Mission Statement

The Mission of the North End Recreation District is to enrich the quality of life for our community by providing a variety of recreation activities, parks, and facilities that promote health and wellness, learning, and fun.

Vision

In order to continue to serve our community and be recognized as a quality recreation district we must:

  • Establish a prudent reserve
  • Improve ADA accessibility
  • Match our programs and facilities to the needs of our diverse community
  • Distinguish ourselves as a major partner with other agencies and organizations for recreation, park and open space needs
  • Evaluate and leverage emerging opportunities, while maintaining our future facilities and infrastructure
  • Update the district's strategic plan annually
  • Actively market and promote our District
  • Achieve greater environmental sustainability

When making policy-level decisions if the answer to the following questions is "yes", then that direction embraces the District's Core Values:

The Mission of the North End Recreation District is to enrich the quality of life for our community by providing a variety of recreation activities, parks, and facilities that promote health and wellness, learning, and fun. We would accomplish this by developing and maintaining future green spaces and recreational activities for families to enjoy within the Shelley School District boundaries.

The Rec District would be supported through taxes, grants, corporate sponsorships, private donations, and event revenue. This entity would allow all landowners within the district to share the responsibility of supporting the Rec. district through a .06% property tax.

 

The Rec. District would actively pursue grants, corporate sponsorships and accept private donations to support expansion and development of those properties in a manner that is sustainable.

 

Events hosted by the Rec Dept would also generate revenue to support the Rec District. Some examples could be: hosting tournaments, road races, farmer’s markets, food vendors, Christmas light displays, community block parties and concerts.

 

The goal is for grants, sponsorships, donations, and events monies to be used for expansion and tax monies to be used for maintenance.

No, the Recreational District is its own entity. The board would consist of 7 positions. The first term board members will be assigned by the county commissioners and then would be an elected position. If the Rec District is passed, the commissioners request recommendations for the board positions.

The District would actively look to form partnerships with existing entities (City of Shelley, NBC Historical Park, Bingham County Parks and Rec) to help better the community but would not be required to assume any previously established entities. The Rec District board, with community input, would determine what partnerships would be financially responsible and better serve the community. If passed, the City has already requested the Rec District partner with them to develop the City’s 75 acre property east of the NBC park into park space.

No, the Recreational District will hire independent companies to maintain the new areas. 

The Recreational District has a plan to create more than ballparks. The goal is to meet the recreational needs of the community at large. Some possible examples would be: extending walking paths with themed benches and art pieces, tennis and pickleball courts, farmer’s markets, and concerts.

To determine your tax level, use the numbers assessed by the County for your home taxes minus the homeowner’s exemption and multiply that by .0006.

No, the .06% is the cap taxable amount for the Rec. District. This tax level was selected by the Rec District committee based on what it costs the City of Shelley to maintain their green space.
